Minimums:
1500 population + troops (in wheat)
1:2 troop to population ratio
1 village at 500+

Forbidden:
Farms
Vassels (pays tribute to another player)

Additional requirments:
Must be in or near NW quadrant
Must be willing to participate in all alliance activities. (ex: reins requests, forum participation, resource aid, settle new villages in approved areas)
Must be subjected to a recruiter "sitter review" to verify all of the above information.
Must log in 3+ times a day on average.
