Ok umm you have applications so that the entire alliance may see the credentials of the people wanting in and can decide what to do. If enough people say they don't want the person applying in because they are their farm or something then the council can decide what to do.. If they meet all the requirements of the alliance they can then be let in and this forum is so people know who is being let in and why.

As to what an application is, its requesting to have something, a job, or a spot in an alliance. Applications ask specific questions pertaining to the subject. ex. Are you currently being farmed?
This question is relivent to them being accepted because we in general don't want helpless farms.
